Improving Behavioral Health Data Management

FEI supports ongoing SAMHSA initiatives to treat substance use and mental health

When FEI Systems began operations in 1999, one of the company’s very first customers was the U.S. Substance Abuse and Mental Health Administration (SAMHSA). For almost 20 years, we have supported SAMHSA projects and initiatives, especially in the administration and tracking of grant funding for substance use disorder prevention and mental health nationwide.

In 2010, we took over the federal agency’s Web Block Grant Application System (WebBGAS) – an online portal that state mental and substance use disorder agencies submit federal block grant applications and reports to. SAMHSA distributes block grants to assist in the treatment of substance use disorder and mental health, and the WebBGAS portal is used to help manage the administration and reporting of those grants, used by U.S. states and territories. Overall, FEI planned, designed, implemented, tested and enhanced the system and continues to maintain WebBGAS today.

At project award, we had 30 days to take over operations of the portal, and we were successful in maintaining all system operations, maintenance functions and user support services during the transition period and beyond. This is largely thanks to our sophisticated approach to project transitions and ability to collaborate closely with incumbent vendors on new projects.

Within two months of contract award, SAMHSA completely revised the business process for the states to apply and manage the grant process. This required a complete system re-architecture to address the need for modernizing the legacy system and to implement SAMHSA’s desired changes to the block grant application and reporting requirements. In six months, we re-architected the system to align with new requirements and migrated all previous systems’ data into a single repository. In subsequent years working with SAMHSA, we have added additional SAMHSA grant programs that have included Projects for Assistance in Transition from Homelessness (PATH) programs, State Targeted Response to the Opioid Crisis Grants (O-STR) programs and Protection and Advocacy for Individuals with Mental Illness (PAIMI) programs—and for states to report Synar data to SAMHSA. We developed extensive data collection and reporting capabilities and converted historical data from more than 15 systems to a common Service Oriented Architecture-based environment.

This project is just one of the many ways we continue to support SAMHSA and their work to mitigate the impacts of substance use disorder and mental health challenges nationwide. Especially in the wake of the global pandemic, when drug overdoses in the U.S. reached their highest levels ever recorded, we remain committed to serving the agency and supporting their work with our innovative technology solutions.

Once again this summer, from Memorial Day weekend through Labor Day weekend (Fri, May 30 to Fri, Aug. 29) you may shift up to four work hours into the early part of the week to get a jump start on the weekends and close your virtual office up to four hours early on Fridays. We encourage you to coordinate with your manager and your teams to take advantage of the summer schedule. We know you’re all responsible professionals, always focused on the needs of our clients and the business. We trust you’ll consider the potential for urgent matters that may arise and ensure we remain available and responsive to clients, be flexible in managing appropriate rotations when coverage is necessary and properly notify your clients and team members when you will be away. So don’t be afraid to take us up on this offer and head out early when you can.

Just a couple of things to remember as you record your time:

  • If your vacation or other time off plans include a Friday, the Flexible Friday benefit will not apply during that stretch of time (you will need to enter a full day of ProLeave for each day you are out, including the Friday). In other words, you must enter working time in the days immediately prior to the Friday to use the flex benefit.
  • When entering time, your pay period total hours will not necessarily align with the pay period required minimum hours (it could be fewer or more depending on the calendar days in the period). Don’t worry about that. Just make certain you are working and recording at least 40 hours per week.
